ZF releases Zebra 1.0.0-rc.4

Zebra 1.0.0-rc.4 fixed bugs & inconsistencies between zcashd & zebrad in the output of the getblocktemplate RPC method. And, it added block proposal mode to the getblocktemplate RPC, while we continue the effort of adding & testing mining pool RPC methods.
